New Horizon Factions

Each of the eight major city-state is an independent nation, with a different sort of way of doing things from its distant neighbors. The city-states often quarrel with one another, with the seven city-states being arbitrated by the most powerful and influential city-state of Elysium. Elysium houses the Septumvirate Council where elected councilmen from all seven other city states negotiate inter-faction disputes, trade agreements and any other political intercourse.

Members of each faction are drastically distinct from the members of other factions in many important ways, such as how they were reared during childhood. They often have many biased and bigoted views against one another. This is further complicated by the distinct 'Visual Kei' that each group has. For example, a New Chanian woman dresses in a manner that would be considered offensively skimpy to a member of the Xanadu faction.

Those without factions are often out in the cold, existing in the cracks between society in smaller groups that are formed of a dozen to one hundred people. They're often called 'Guilds,' or 'Guild Rats.' Just as often they're simply called Outsiders. Many such so called 'Guilds' prey on city-states to provide their livelihood. Often they will perform illegal services to various factions in exchange for goods necessary to their survival. They are often hunted and persecuted by one or more Factions.

Grenzenlos

The Elysium Council

The faction responsible for arbitrating disputes with between the other seven factions. The Law Givers of New Horizon.

Elysium represents the central government, which presides over other governments, the other governments are all part of the working process of Elysium.

Aquilons Reach

While one of the smallest planetary factions in numbers, the citizens of Aquilons Reach not only survive, but thrive in circumstance which no other faction would even think of living. Harvesting the frozen north's bounty of pure Energen Deuterium crystals sparingly, and harnessing the boundless geothermal energy of the deep sea vents deep beneath the Perpetua Glacier.

Aquilonian citizens pride themselves on their ability to provide surplus energy, as well as sophisticated and efficient new technologies, which, while seeming a bit odd by most standards, are of startling efficiency.

The Port of Narehl

The capital city of the largest tropical jungle on the planet. It is fiercely protected not only by its zealot environmentalist, heavily enforced laws but also extremely dangerous wildlife. The trees are gigantic, the tallest rising to the height of a kilometer above sea level. It is home not only to several medicinal properties but also one of the most prominent army in the world, the Narehl Rangers.

The New Chanian Conclave

New Chania is a faction of robotics engineers, AI technicians and medical scientists as well as New Horizons foremost supplier of hydroponic foodstuffs.

The Missive Union

The Missive Union is different from the other factions with Union Hold at its center. Union Hold isn't actually a city, it's an industrial complex located in the Chain of Tears.

Trapper Town

A faction whose tireless diligence to exploration and homesteading, coupled with their preference for little governmental interaction has created a group of hardy individuals with a deep respect for the law, but with the wisdom and moral flexibility to know when to bend the rules.

Warhead Keep

There are those who have no factions, the lawless ones that live on the fringes of society, that often rise up to challenge the current society. Warhead exists to trample barbarians where they spring up, and take down rogue elements of other factions. New Horizons main armed forces.

Xanadu

This faction represents the planets leading specialists in mass production of textiles. Most planetary staples come from Xanadu. Clothing, packaged foods, almost all the vehicles except submarines and space craft. Xanadu is the planets industrial center.

The Immaculate Order

The anti-faction, a group of renegade factionists and anarchists bent on overthrowing Elysium and any other faction who stand in their way. Mavericks are reploids and terrans (humans) who have turned their way to the evil side and who oppose all the other factions. Mavericks are the enemies of New Horizon and they all belong to the Immaculate Order.

Selaya

Selaya, the self styled Angel of Darkness, the seeming villain of our game. She's beautiful, charismatic, and certainly seems to look very bit as evil as the average End Boss. Selaya is a female mastermind, which adds some spice since it's rather rare. She also has an unusual disposition, almost friendly with X... though she's quite cruel and will haunt him several times ingame. Since she is the end boss, her power is considerable and she shows her true colors at the end of the game.

Mavericks

These Mavericks were once Maverick Hunters built to confront the first rogue Wafans but then they too got infected and turned maverick.

Angler Gloomfish (Anglerfish, power: Electric, weakness: Fire)

Gloomfish attacks with floating electrical buoys, and she also lunges and mauls, looms out of the black background and tries to bite, lure shim with several false Cyber Elf 'lures' and zooms out of the background to ram. Her humanoid form has modest combat capacity, and uses a pair of beam knives, and powerful vertical and horizontal air dashes. She will surely be a handful for Mega Man X to defeat.

Blazing Arachnafemme (Spider, power: Fire, weakness: Blade)

Height: 6 ft 6 in, Gender: Female, Weapon: Caldera Trap.

Profile: Her origins are unknown, but this mysterious she devil serves Selaya, and it seems once survived in the harshest areas of the planet with only her wits and her traps. A survivor if ever there was, she was forcibly recruited for her uncanny ability to trap even the most stubborn prey.

Arachnafemme is a trapster. She fights a lot like a fire elemental version of Grizzly Slash (burrows, pops out of the background and attacks X, etc), except she chucks fire bombs, and tries to lure X into attacking one of several burrows, where the wrong two will flame him. Her humanoid form is a non-combatant. Arachnafemme was actually a strategy analyst in the last major war. So she's of an analytical mind.

Neddler Squito (Mosquito, power: Blade, weakness: Toxic)

Height: 5 ft 2 in, Gender: Male, Weapon: Enzyme Blade.

Profile: A diligent researcher and a ferocious fighter, he made the Vivid Jungle his home, and researched the ancient civilizations that once dwelled there. Now, serving his new mistress, Mosquitar seeks to produce a biological weapon of a curious nature, a special armor piercing blade.

Squito is a consummate fencer, who also uses dive-bombing attacks in animaloid form, as well as high speed dashing stabs, and crates small mosquito drones.

Odium Jabberwock (Jabberwock, power: Toxic, weakness: Sonic)

Height: 12 ft, Gender: Male, Weapon: Spore Bile.

Profile: Originally created to be the ultimate investigator of the mysterious Tulgey Wood, the Odium Mire Jabberwock was not only immune to the deadly spores of the wood, but able to contain them within the mass of his gargantuan body. He could even channel the spores for use as weapons. With his powerful corrosive Spore Bile, it's easy to forget how dangerous his potent optical lasers, rending claws and powerful jaws are. He brought about out an unparalleled revolution in human medical science by harvesting rare fungus and plant life from within the Tulgey Wood which introduced longevity enhancing drugs, cures for various cancers and even brought about the rise of the massively powerful consciousness expanding drug 'Pearl Dust.'

Dwelling within the freakish biosphere and spending months at a time alone did strange things to an already somewhat warped mind. Jabberwock came to think of himself as above the humans he worked for. Frail, squeaking insects that fed off the scraps from his table, the Tulgey Wood. One day, he arrived in New Chania not with a load of new samples from deeper yet in the depths of the jungle, but a deadly attack which nearly levelled the medical quarter before the Maverick Hunters dispatched agent arrived and drove him away. Leaving his equally mauled opponent behind, he vowed to one day take his revenge against the Flanged Mole, and New Chania.

Words of his exploits and power reached Selaya as she sought to swiftly bolster her power base. However, much to her surprise, and horror, he'd been seeking -her- out as well. In fact she didn't even have to leave her facilities to find the monstrous winged creature. The two quickly reached an agreement. The Jabberwock would become her minion, in exchange for total dominion over the island of New Crete. No corruption was necessary, as Selaya became aware that the Jabberwock was already more evil by nature then any changes she could have possibly made to him on her own.

Jabberwock uses rending claws, biting attacks, clouds of volatile harvested spores and optical beam attacks. The humanoid Jabberwock would use some sort of Beam Sabers. Jabberwock is basically a creepy grey skinned forest stealth hunter that jumps out of the brush and tries to gut X, and he also uses traps. He was created to explore, and be immune to the virulent toxic spores of the Tulgey Wood, but came to think of himself as better than humans, and the rightful ruler of the woods. Borderline Maverick, doesn't do anything he does out of a viral nature, but out of being convinced of his superiority.

Hellcry Lional (Lion, power: Sonic, weakness: Ice)

Height: 7 ft 6 in, Gender: Male, Weapon: Saber Claws.

Profile: The Lion of Ziridia, Hellcry Lional was quite possibly the boldest and brightest son his nation ever produced. A fighter of great fury, Lional had no life except for combat. To him, there was nothing more the world had to offer. It came as little surprise when Lional turned Traitor of his own free will, simply for the sheer pleasure of combat for combats sake, turning on his former allies and slaughtering them like animals. Cold and calculating, his attitude belies the fury he unleashes once fighting begins, fighting less like a thinking being and more like an animal.

Lional is actually physically extremely weak in his humanoid form, but very wise. In his Lion form he fights like a lion. Lional is a savage, but a honourable fighter who wants to see if X is everything legends say, and Hubarts former mentor, as far as combat is concerned. He'd never pull hostage stunts, or acts of terrorism, but everything else is fair play for him. He calculates every more he makes and he's thoroughly military in his thinking.

Frigid Shrike (Shrike, power: Ice, weakness: Earth)

Height: 7 ft, Gender: Male, Weapon: Wing Razor.

Profile: Originally created as an advanced prototype designed to police the future global air traffic streams laid down in the colony plans. However, with the loss of the colony, the Frigid Shrike was left to his own devices. He decided to put himself to use by exploring the distant, isolated mountain ranges of the world. It was there, that he met his destiny.

The leader of the new Maverick Rebellion was establishing a hideaway in the foothills of the Vertigo Mountains. Having no way of knowing how dangerous the threat really was, the Shrike saw fit to try and eliminate the threat himself. In short order he was defeated, infected, and swore an oath of fealty. In less than 24 hours what had once been a protector of humanity became its enemy. And that which one swore the skies would be friendly to man, instead became a terror that stalked it.

Shrike hurls ice daggers, drops fluttering ice blades, which are dodged like Woodmans leaves, and does swan dive attacks. His humanoid form uses a gravity propelling flight mechanism, not unlike a heat pack, which turns into his animaloid armor, which drops freeze bombs, which his animaloid form may also use. Shrike is a keen scientific mind, a designer of advanced new military weapon applications. He most likely designed the other animaloid armor bodies, but his own armor would have been an early work. He's the kind who doesn't see his weapons as destructive, or his opponents/his own deaths as anything but objective data.

Seismic Ramhorn (Ram, power: Earth, weakness: Sound)

Height: 6 ft, Gender: Male, Weapon: Seismic Horns.

Profile: The oldest and wisest of the High Order, Seismic Ramhorn was one of the first earthly Wafans to have elected to come to New Horizon. While tehcnologically dated, the grizzled hundred year veteran was once considered the fiercest fighter of all.

However, years of living alone in the wilds atrophied his skills, instead of honing them. But still, his skills and wisdom were too good for Selaya to pass up. Surprisingly, the Ramhorn simply went along with her plan. Reasoning that "If mankind deserved to survive on this harsh new world, overcoming me, a child of nature, is the least of the challenges they must surmount."

Ramhorn is a venerable, wise old monk type character, old enough to remember Earth, and pre-Neo Arcadia. He's the oldest Wafan on the planet, except for Mega Man X himself.

Gale Scorpio (Scorpion, power: Sound, weakness: Digital)

Height: 7 ft 6 in, Gender: Male, Weapon: Galecanon.

Profile: Originally created to help tame the wild places around Neo Titania, Gale Canon Scorpio was a beloved figure. He is a mighty hunter who makes up for his lack of intelligence with a primal cunning and a quick wit.

One day he met a challenge he couldn't surmount. The convoy he was protecting was destroyed by a pack of a dozen Grim Stalkers. Putting up the fight of his life, the Scorpio killed four of them. However, totally spent, he expected it was finally the end for himself, another grizzled veteran gone to feed the wildlife. However, the creatures backed away, and like so many other Wafans, he was given the choice between life and death. And like so many on deaths door, he chose life, and in doing so became the thing he had always fought. The wild that threatened civilization.

Scorpio uses its claws as boomerangs, creates gale force winds form its tail, and also wields a pair of short-range blades emitted from his claw, hides under the sand, and lunges up at X. The humanoid form is some sort of foul Mad Max type that packs around a pair of pistol-style busters.
